The eight levers
Scan, Track, Axe, Normalize, Delegate, Automate, Reframe, Drive — eight steps whose initials spell STANDARD. Each produces exactly what the next one needs, which is why the order is part of the method rather than a suggestion.

- The eight levers form a closed cycle: Drive leads back to Scan, at a leaner level.
- Axe before Normalize: standardising before cutting cements what should have gone.
- Delegate and Normalize before Automate: a digitised detour is more expensive than a manual one, because it adds maintenance and settles the question for years.
- No lever is skipped. Depth is set per lever in three grades; Scan, Track and Drive never run as a light pass only.
- Each lever has two methods with a template — 16 in total.

Scan
Make bureaucracy visible
Inventory every rule, approval step, committee, meeting, report and form in one area. Completeness beats precision — a rough map of the whole beats an exact map of a quarter.

Track
Measure effort and benefit
Estimate the hours each activity binds per year (time per instance × frequency × people involved) and rate its benefit in three grades: legally required, commercially valuable, pure habit.

Axe
Cut what is redundant
Remove the high-effort, low-benefit items outright. The mechanism that makes this work is a reversal of the burden of proof: a rule must justify staying, not its removal.

Lever 04 · Streamline
Normalize
Reduce to one lean standard
Redesign the surviving core processes from the outcome backwards, not by improving what exists. Define the 80 % normal case radically simply and state exhaustively what counts as an exception.

Lever 05 · Enable
Delegate
Push decisions to where the knowledge is
Fix in writing who decides what, up to which limit, without asking. Raise value thresholds so the bulk of transactions runs locally, and replace prior approval with sampling.

Lever 06 · Enable
Automate
Digitise the clean process — never the old one
Only automate a process that has already been cut and standardised. Automating a detour makes it permanent and adds maintenance cost on top. Capture each piece of information once, then reuse it.

Lever 07 · Embed
Reframe
Principles instead of detailed rules
Replace a sprawling detailed policy with one or two principles — and test them against real past cases before retiring the old policy. Pair this with clear accountability: exactly one accountable person per outcome.

Lever 08 · Embed
Drive
Stay lean permanently
Turn the effort into a rhythm rather than a project: sunset clauses that let rules expire by default, a "one in, one out" cap, a standing channel for reporting redundant rules, and one fixed annual review.
